Claim LD12-HQ-C01 (v1.1)
The EU AI Act is in force, but as amended in July 2026 its high-risk rules (Chapter III, Sections 1 to 3, except Article 6(5)) apply in general from 2 December 2027 for systems that are high-risk under Annex III and from 2 August 2028 for those in products covered by Annex I; high-risk systems placed on the market or put into service before then are covered only if their design changes significantly afterwards, and those intended for public authorities must comply by 2 August 2030.

What changed in this version
This version supersedes version v1.0 (LD12-HQ-C01--v1.0), which stays available with its record unchanged.
- Changed fields
- 2 PUBLIC-FACING CLAIM; 6 SOURCE; 11 SAMPLE / DATASET; 14 MAIN RESULT; 18 LIMITATIONS; 19 CONTRADICTORY / SUPPORTING SOURCES; 25 RECORDED DATE
- What changed
- The claim no longer gives the two dates as undifferentiated dates for “high-risk obligations”. It now says which provisions they cover (Chapter III, Sections 1 to 3 of the AI Act, except Article 6(5)), that they are general application dates, and that the amended transitional rule in Article 111(2) covers high-risk systems already on the market or in service before those dates only if their design changes significantly afterwards, with a 2 August 2030 deadline for systems intended for public authorities. The source field now names the exact provisions of the amending regulation (Article 1, points (39) and (40)) instead of also citing unnamed Commission implementation material, the limitations say the dates are subject to those rules, and the supporting-sources field says the Commission material was not re-read. The two dates, the claim type, the maturity and the verification state are unchanged.
- Why
- An external research-integrity review of the site on 22 October 2026 (an AI reviewer, not a person) found the dates correct but the claim overcompressed: it presented them as dates for all high-risk obligations, without the provisions they cover or the transitional treatment of existing systems. SocioLens read the Official Journal text of Regulation (EU) 2026/1744 of 8 July 2026 (OJ L, 24 July 2026) on 22 October 2026. Article 1, point (40)(b), replaces Article 113, third paragraph, point (c) of the AI Act: “Chapter III, Sections 1, 2, and 3, with the exception of Article 6(5), shall apply from: (i) 2 December 2027 as regards AI systems classified as high-risk pursuant to Article 6(2) and Annex III; and (ii) 2 August 2028 as regards AI systems classified as high-risk pursuant to Article 6(1) and Annex I”. Article 1, point (39)(a), replaces Article 111(2): the Regulation applies to operators of high-risk AI systems placed on the market or put into service before that date “only if, as from that date, those systems are subject to significant changes in their designs”, and those intended for use by public authorities must comply “by 2 August 2030”. Its final article puts it in force on the third day after publication. The Commission implementation material cited by version 1.0 was not re-read and is no longer cited in the source field; the pinned Source record keeps its version 1.0 label, which still names that material, because a Source record also changes only by a new version. The check and this revision were done by an AI agent reading the regulation, not by a person.
